First of all, then, I urge that petitions, prayers, intercessions, and thanks giving be offered on behalf of all men 2for kings and all those in authority, so that we may lead tranquil and quiet lives in all godliness and dignity.This is good and pleasing in the sight of God our Savior, 4who desires all men to be saved and to come to the knowledge of the truth. 1 Timothy 2:1-4

God loves you:

For God so loved the world that He gave His one and only Son, that everyone who believes in Him shall not perish but have eternal life. John 3:16

All are sinners:

Gods remedy:

For the wages of sin is death, but the gift of God is eternal life in Christ Jesus our Lord. Romans 6:23

But to all who did receive Him, to those who believed in His name, He gave the right to become children of God. John 1:12

All may be saved now:

Here I am! I stand at the door and knock. If anyone hears my voice and opens the door, I will come in and eat with him, he with me. Revelations 3:20

Everyone who calls on the name of the Lord, will be saved. Romans 10:13
