Xiao Hua was a migrant worker in Singapore from China. He came to  Singapore in June 1821 during the political upheavals in China. When he arrived at the Pauper Hospital had just closed down.

Xiao Hua saw sick people on the streets that could not be treated because of the closing of the Pauper Hospital as the Government refused to increase the budget to run the hospital.

Aspect: Law and Order              The development of Chinatown as the enclave for newly arrived Chinese immigrants in Singapore took place in tandem with the progress of the island as a British port.

 By 1836, it had become the largest district with more than 13,700 Chinese settlers. The Chinese immigrants who settled there did not reside as they were pleased with the area, they were put to different places based on their origin and dialect group.

 This system of indirect rule led to the formation of mutual aid societies within the Chinese community. The societies relied on the notion of “brotherhood” or fictive kinship to unify their members.
