This is Sam the Squirrel.

He loves acorns and other tree seeds.

Today, he ate some and came up with a brilliant idea!

You see, flying squirrels had been stealing acorns from 

all the trees in the forest and it was a big problem.

Sam decided to take his idea to the legislative branch.

The squirrels of the legislative branch make the rules 

for the forest.

Sam wants them to make a rule that removes all the 

flying squirrels from the forest.

The legislative squirrels like this idea and write it down 

on a piece of bark, but it isn't an official rule yet.

They pass it around and decide that it doesn't need any 

changes and start to vote on it.

All of the legislative squirrels like the new rule and all vote 

to put it into effect.

Then, they ask Sam the squirrel to bring it to the 

executive branch.

The executive branch is where the president of the forest 

lives.

The president of the forest can sign off on the rule and 

make it official.

Sam takes the rule and heads for the executive branch.

Sam arrives at the executive branch and hands the rule 

to the president.

The president looks over the rule and says "This is 

just what we needed!"

He signs it right away and the rule becomes official.

He thanks Sam the Squirrel for his work and asks him 

to lead the group that will remove the flying squirrels.

Sam agrees and begins his work.
