There was a beaver named Phil. One day he came to his home. There was something off. Through the bushes, he saw piles of sticks.


There was a construction workers note. It said, "sorry for destroying your home, but we needed the wood for a fire". There was a legal print on the note.



Phil was furious. He said "they should not be allowed to do this". So then he came up with a brilliant idea. He decided he was going to make a bill.



The bill will outlaw humans from taking and destroying beaver's homes. He then introduced this bill to a member of congress, his good friend Jill.



Then Jill introduced the bill to The House. Then the Speaker of the house sent the bill to the Beaver Committee. The Committee voted on the bill and it passed.



Then the bill moved on to the Rules Committee. The House started debating the bill. Everybody agreed that it was a great bill that would help everybody out.



So they sent it to the senate. The senator later introduced Phil’s bill and it gets sent to the committee. Phil hoped this bill would become a law.


All his friends think it’s a great idea. At the committee, they all voted for the bill and luckily the bill gained barely enough votes to go to the whole senate.




It is then called up and the majority floor leader calls up the bill to the senate. The senate then starts debating the bill.




Phil’s enemy, Bob The Senator, called for a filibuster. This scared Phil because if the filibuster goes on long enough the bill will be set back.
