Cohen was born in 1925 in Tel Aviv, the daughter of Miriam and Yosef Cohen. Her father immigrated from Yemen in 1908 and was one of the founders of the Yemenite Association in Israel. Her mother, Miriam, was from a Moroccan and Turkish family that lived in the Muslim Quarter of the Old City of Jerusalem. In her youth, her mother served as a nurse in Tel Hai.
Cohen grew up in the Kerem Hatemanim neighborhood and studied at the Balfour elementary school at the Levinsky Teachers and Teachers Seminary, where she was expelled when she joined the Irgun. She studied Jewish studies, humanities, philosophy, literature, and Bible at the Hebrew University of Jerusalem, and even holds a master's degree.

In 1942, she enlisted in the Irgun, and a year later joined Lehi, where her cover was Ilana. Lehi was the announcer of the underground radio station "The Voice of the Hebrew Underground" thanks to her knowledge of Hebrew and Spanish pronunciation.
On February 18, 1946, she was caught in the middle of a broadcast by members of the British Mandate on Hashomer Street in Tel Aviv, together with announcer Natan Marfish, and sentenced to seven years in prison. She was initially imprisoned at the Kishle detention center in Jaffa and after trying to escape and did not cooperate with the prison authorities, it was decided to transfer her to the women's prison in Bethlehem. After 2 escape attempts, she managed to escape. After the escape she lived in Haifa and then continued her activities in the organization.
