Chapter 1: Bullying
Bullying can defined in two ways, physical and verbal, there are people who get offended of the things people say which that leads into a bullying. Physical bullying can be fighting and nowadays people can say physical bullying even if you touched them.
Verbal fights can lead into a physical fights, if it's one on one, then it's not called a bullying. If you in a fight against one person, it's not called a bullying. Getting into fight against a bunch a guys can be called a bullying some ways, it's not called a bullying if you have a fight against all of them, or you called them out to fight all of them.

Bully can come from anything, they bully if they don't like him/her, people do bully each other for a joke, just playing with them. If both side don't like each other, the one side can get into an altercation or something to fight this person.
In my opinion the victim should not get an a consequence, I say that because as it says it self you're a victim, bullying can happen without you knowing it, or without you expecting it. You're not really involved in a fight or anything if it happens cuz you didn't expect it or you didn't know it's gonna happen.

Chapter 2: Cyberbullying
Bullying is action or verbal, small guy against big guy can count as a bullying, and verbal talks sometimes can called a bully. Cyber bullying is an online thing, can happen through social medias. Cyber bullying is an anonymous because it's not face to face it's through online.
