Louis XVI called The Meeting of the Estates General because his financial advisor Jacques Necker. The financial situation was bleak and Necker knew the only way to get the people on Louis' side was the meeting and let the people come up with a list of grievances. The problem with the meeting was that they locked out the third estate, causing them to form their own government.
The Tennis Court Oath

The Tennis Court Oath is what came out of the third estate getting locked out of the Meeting of the Estates General. The third estate came up with their own government called The National Assembly. The National Assembly came up with Tennis Court Oath which declared everyone as equal.
