Once upon a time there was a piece 

of paper named bill. He was a bill, 

that's how he got his name and this 

is a story on how he became a law.

There was a little girl named rose and 

she had a dream of equality. By the 

time she turned 18 she decided to 

create a bill. She contacted a 

representative named Dave to discuss 

her ideas about the bill and dave 

agreed.

Dave the representative then 

researched the idea and wrote 

the bill. Dave then goes to talk 

to other representatives about 

the bill to get their support. 

Rose's bill about the candy gets 

A sponsor and is ready to be 

introduced.

Rose's bill is then put in 

a special box on the 

side of the clerks desk 

called a hopper. A 

reading clerk named 

Arthur reads the bill to all 

the representatives.

The speaker of the house 

sends the bill to one of the 

House standing committees 

and when Rose's bill reaches 

the committee members, they 

research and revise the bill 

before voting on it.

Roses bill is the sent to 

the subcommittee 

because they want more 

information. The 

subcommittee sends her 

bill back after being 

approved and it is then 

reported to the house 

floor.

Once Roses bill is reported, it is 

then ready to be debated by 

the US House of 

representatives. One of the 

representatives discuss the bill 

and explain why they agree or 

disagree on it.

Arthur then reads the bill 

section by section as 

Dave recommends 

changes. After all the 

changes have been 

made,   the bill is ready 

to be voted on.
