The War Is Over
The hardship of the journey that the country has made is over. The prize is won and the war is over. The country is celebrating. But then a great tragedy occurs. Amidst the celebration, the captain is found dead.
STANZA ONE
Rise Up Dear Father
The country wants to celebrate with the captain and praise him. They want to have him be celebrated too. The country is still figuring out that the president is dead. The country or author think of him as father of the crew and therefore go into denial about his death.
Stanza Two
Fallen Cold and Dead
The country is still busy celebrating. A minuscule few know the captain is dead. For those who do, they've accepted that the captain is dead. While others are celebrating, Walt is mourning the loss of his captain.
Anything Can Happen
"The people all exulting."
This means that you would never think the president would die on a day when the country is celebrating.
