We at, Mission:Future, look ahead in the future and present our idea for an innovative city: a water city. The city that presents our team will be located in the North Pacific Ocean. About seven million people will populate our floating city, which will have an area over 101 000 km2.

About Aquaville

It will be made up of an underwater part built up of many areas where residential, industrial and business districts are located. They will be respectively separated from each other at different levels. Accordingly, the residential area will be close to the surface, the industrial area will be close to the bottom and respectively the business district will be located between them.

How will our city look? 

Residential zones

The residential area will have 3 zones. The first zone will be the living zone. For this zone we will build structures resembling spheres. The second zone will consist of parks and relaxation areas. The third zone will include entertainment and eateries zone, in this zone of our city will have places to eat, watch movies and have fun. 

Business area

The business area will set up all activities such as wholesale, retail trade. This is the most important area in our city, because this will be the most powerful area for the economic growth of the city.

Industrial area

The industrial region will be located at the bottom, because we will have the opportunity to develop the various industries, and will not need as much light as it is needed for the residential area. The large industrial area will provide a secure foundation for the city on the bottom of the Pacific Ocean.

Administrative and cultural area

The part, located above water level, will maintain the activities of administrative and cultural matters. Furthermore, there will be many green areas and the municipal centre of the city will be located there.  Airports and main connecting tunnels will help the development of the municipal center. 

The city will be divided into 5 regions as for each one there will be a mayor, who will be responsible for the order in his area.

The Process of Electing the Mayor 

The role of the mayor is specific and indispensable for the proper existence of our city. His tenure will be two years. He can apply for being a mayor only 3 times in a row but there must be at least a year break before he can apply again. This period targets new ambitions and understanding the management of the mayor-candidate. The sub-mayor’s term is two years long.

То become mayor or sub-mayor of an area, a citizen must meet the following criteria:

-Must have lived in the city for at least 3 years.

-Has a higher education.

-Has 5 years of experience in the municipal administration

-No misconduct in the last 10 years

-not placed under guardianship

Main powers of the mayor of the municipality:

-Manages the executive activity whithin the municipality

-Appoint and dismiss the deputy mayors of the municipality and the municipal governors

-Organizes the implementation of the municipal budget

-Assigns or permits the elaboration of spatial plans and amendments thereof the territory of the municipality or parts thereof and approves certain spatial plans

-Performs the functions of a civil servant - competent to issue a birth certificate, civil marriage and death

In the exercise of his powers, the mayor gives orders. This could be, for example, the mayor's order to the residents of a street to paint the building they inhabited or to clean the snow on the sidewalks. With these orders, the mayor can set up allowed parking spaces.

The powers of the mayors of districts and town halls:

-S/he implements the budget of the municipality in its part for the region or a town hall

-Organizes the implementation of public works, communal and other events

-Is responsible for the management of the municipal property sites designated by Minicipal Council

-Adopt measures to improve and restore the environment and organize the security of Polish properties

-Keep population and civil status registers

-Provides administrative services to normal and legal persons

-Ensure compliance with public policy

-Perform functions assigned to him by the mayor of the city

-Organizes and manages the protection of the population in case of disasters and accidents

-It is obligatory to hear questions regarding the town hall or the area

The first examines the city's industry and infrastructure.

In our municipality there will be five main sectors:

For financing the project, we are thinking of a setting up a contract with one country from the G7 ant this is the USA. The treaty would be worth 100 billion dollars. It will have a long-term character within 50 years. According to the projected economic strength of our city, GDP will be equal to 3 billion a year, and the US will have to pay $2 billion a year.

From the "Energy Efficiency and Renewable Sources" fund we will receive funding worth 50 billion dollars for the development of the city's industry.

From the Enviroment Fund we will receive 10 billion funding for flooded areas and parks.
