A Founding Father, Hamilton was
also known as the first Secretary of
the Treasury for the United States.
He, along with two others, wrote and
organized the Federalist Papers.
These papers were created to give
solid reasons as to why an official
Constitution must be written and put
into effect for the United States of
America.



* The Federal Government must
protect those it governs.
* This means that the
Government must retain the
power to limit or heighten the
numbers in the armed forces.
* The Government must be
capable of protecting its people
under the three branches.



* The main discussion revolves around the
Government's ability and right to use an
army in a time of peace.
* Through arguments regarding the right
of the executive power or the legislature to
call upon an army, a conclusion is reached
that a standing army in peace time is
necessary no matter what.
* Our allies have allies that are our
enemies, therefore protection is always
needed just in case a problem should arise.



The question is brought
up as to whether the
states should have
their own armies or a
whole, national armed
body to defend us all.
* If the states do gain this
privilege, the duty is given
unfairly to all border states
because they are closer to our
enemy countries.
* The conclusion: a national
army is necessary.
* The conclusion: with this
national army, it is important
to keep the protection in place
regardless of times of peace.
Without this protection, the
enemy would be in our
territory before we would be
able to react.


* The discussion is continued
with why we, as Americans,
need and should care about
this protection.

centers around the rights and
liberty of the people; if an
army is to be used in a time
of peace, our freedoms can
not be jeopardized.




* If the government remains
strong, the people should be
able to fully rely on it.

in peace-time, will not affect
the enforcement of laws.
*This type of government
creates stability and
peacefulness among the
people.
*A tyrannical government
will never arise.



* At times, it may be necessary
for the government to use force
to enforce its control over its
people.
* But only when the problem
stretches beyond the state it
first began in will the federal
government intervene.



* This article serves as a summary of the previous
articles in quelling the people's fears of a
tyrannical type government similar to Britain's
rule.
* Finally, the article clarifies the right to bear arms
for the citizens of America; we are allowed to keep
and bear arms at all times.
