Upon Frederick William II's death, the state was bankrupt and the army outdated. In 1806, Frederick William III put Prussia into war with the French without any allies, resulting in crushing defeats. After these losses, Prussia reformed their army following a French model that increased competition for positions based on talent. Baron Stein attempted to modernize Prussia by lessening the restriction of opportunity for the lower classes and Hardenberg gave Jews legal equality and ended the monopolistic power of guilds. This sudden eagerness to accept reforms inspired nationalism amongst the state. The Congress of Vienna delegated over the reorganization of the chaotic Europe Napoleon's conquest had left behind. Prussia received half of Saxony, the Grand Duchy of Berg, part of the Duchy of Westphalia, territory on the left bank of the Rhine, the province of Posen, Danzig, and Thorn.

- In order to ensure equality among the taxes, no person, regardless of social class or position in society, should be exempt from taxes. This will prevent higher social classes from taking financial advantage of others.
- Ensuring peace between the government and people by putting them in priority to protect their rights and guarantee them security in the country by establishing criminal justice.
- To always be prepared to protect the country, a military conduct of warfare is established to guarantee readiness, strategy, and tactics, in case of a national threat.
- To ensure that there is a balance of power to prevent future wars, we can create alliances and communicate help towards reaching peace within Western Europe. Additionally, initiating a separation fo power throughout the unified forces.
