In 1781 the war between Great Britain and
the United States colonies was over.
The 13 colonies in the United States were
not yet considered one, so to create peace
they all lived by the rules of the Articles of
Confederation.

But since there were no official rules the colonies did
whatever they wanted to and did not work together to
create a strong country.
So a few people decided to meet in Maryland and
discuss ways to make the country stronger.

In the end many of the people invited did not
go to the meeting and because of that they
decided to have another meeting to talk about
it more.

At the second meeting 55 people, who were
sent to speak for the state, went to Philadelphia
and began to talk about the laws and rules they
wanted to make for the new country. They
called this the Constitutional Convention.

As the convention ended all of the people signed the
constitution so that it would become the law.

But they still needed one state to sign the new rules
and in 1788 the last state signed the Constitution
creating a complete laws and rules for the United
