Hello Kermit! There is a way to change the meaning of a law, the courts have the power of Judicial Review!

Judicial Review allows the courts to look over laws and compare them to the Constitution. The Justices of the Supreme Court are there for life. This prevents wanting to be "re-elected" from influencing their decisions. The courts can change the meaning of laws, so the Supreme Court could interpret the Equal Rights Act to include muppets.

But Wouldn't they have too much power?

Well Kermit, the Courts do not make any laws. They are only there to judge if existing laws are constitutional. The Judicial Branch checks the power of the Legislative and Executive Branches. Without the Judiciary, the country would be really bad shape!
